Saj left because he refused to fire his advisers. Maybe it was they who were advising him to have a major tinker-around (every chancellor has a go) with pensions. The problem i,s no chancellor’s tinkering has ever been properly thought through. This means that either pages of exceptions and exemptions have to be added to the rules; or, as in the case of doctors and the annual allowance, they’re hit by the law of unexpected consequences. The lesson of history, of course, is that no-one ever learns the lessons of history. So expect the worst.
