Let’s face it, governments are always unprepared, for pandemics, wars, financial crashes, however blindingly obvious it is that they’re coming. It’s in their nature (maybe all of our natures) to hope for the best, that it will be the next guy’s problem; then to react too late, usually at great cost. Thing is, it’s hard to justify spending loads on something that hasn’t gone wrong yet. Otherwise they’d not only be trying to stop climate change, but be wasting £ms on free health checks to try to stop us getting ill. Ridiculous idea.
