The punters will take more notice, every time, of an ad offering super-duper returns than they will of a notice from the regulator. Only allow properly-regulated investments to be advertised; put the onus on anyone accepting cash for the ads to check if they’re kosher. Not rocket science. But then neither, many would say, are decisions about Brexit.
